Washington City runs from Green Springs and Coral Canyon on the higher ground down across the Virgin River into Long Valley and Washington Fields, and the stucco problems change with the ground under the house. The city center sits near 2,894 feet, a few hundred feet above St. George, in the same hot dry 3B zone. The valley floor south of the river is former farmland, and the Utah Geological Survey hazard mapping for the St. George and Hurricane area puts expansive soil and rock, collapsible soil, and gypsiferous soil and rock across that terrain. Blue clay out of the Chinle Formation swells when it takes on water and shrinks when it dries, so a slab over it does not sit still. Stucco is rigid and continuous by nature. It telegraphs that movement as diagonal cracking that walks upward in a stair step, almost always starting at a window or door corner.
On the Fields side we treat cracking as a movement problem before a plaster problem. That means looking at grade and roof drainage first, since most of the swelling comes from water the homeowner controls. On the wall itself we favor more control joints rather than fewer, put diagonal lath reinforcement at every opening corner, and run a two layer water resistive barrier so the plaster is not bonded to a single sheet that can tear. Existing stair step cracks get cut out and bridged rather than skimmed. A skim coat over a live crack comes back the same season, usually in the same line.

Who issues a stucco permit in Washington City, and do I need one?
Washington City runs its own building department at 111 North 100 East, reachable at 435-656-6326, and it handles residential permits inside city limits rather than the county doing it. Do not assume St. George is the office just because your mail says St. George. The residential exemption list covers painting and similar finish work, not exterior cladding, so a re-stucco is generally a permit conversation. Start at the building department page on washingtonutah.gov, describe the actual scope, and let them tell you. Repairs and full recoats get handled differently.
Why does my Washington Fields stucco crack in stair steps?
Because the ground is moving, not because the plaster was put on thin. Washington Fields sits on old farm ground underlain by expansive clay, the Chinle material people here call blue clay. It swells when it takes on water from irrigation, a roof that dumps against the foundation, or a leaking line, then shrinks through the dry months. The slab and footing tilt slightly, and the stucco skin, which cannot stretch, splits along the path of least resistance. That path runs diagonally off a window or door corner. Fix the water first. Patching over active movement buys one season.
Will Coral Canyon's design review committee care if I change my stucco color?
Yes. The Coral Canyon Community Association requires a design review application and written approval before exterior alterations, and recoloring the exterior falls squarely under that. Association staff can approve some changes off a pre-approved list, but the design review committee form still has to be filled out and submitted. Get approval in hand before material is ordered, because a color that is close to an approved shade is not an approved shade. Other Washington City subdivisions run their own committees with their own palettes, so read your own CC&Rs rather than a neighbor's.
Why does a stucco patch on a Green Springs home dry a different shade than the wall around it?
Three things stack up. New plaster carries more moisture and lightens as it dries, so a patch judged while wet will not match once it is dry. The surrounding wall has years of ultraviolet exposure and has already drifted from its original color. And hand texture is close to impossible to duplicate exactly across an old and new boundary, so the patch reads different even when the color is right. On an older Green Springs elevation the honest answer is usually to patch, let it cure, then recoat the full wall plane corner to corner so there is no seam left to find.
