Utah's residential energy code assigns the entire county to climate zone 3B, the warm dry zone that covers the St George valley floor, but the town sits at 4,961 feet, high above that valley and within a few feet of Kanab's elevation. The code table does not care, and the weather does. That gap is the single most useful thing to know about stucco here: work scheduled to a 3B assumption will run into freezing overnight lows that a St George crew would not expect, and a brown coat that freezes before it sets does not recover. It is a small town, 855 people at the 2020 census, spread across large lots, so exposure is high and walls get full wind and sun with little shelter from neighboring structures. Who issues a building permit in Apple Valley?
The Town of Apple Valley does, through its own building department, which inspects new and remodel work within town limits including building, electrical, fire, mechanical and plumbing. All building permits must be completed online. If you need help with the application, the Town Office takes calls and walk-ins Monday through Thursday, 9am to 3pm. Property outside the town boundary falls to Washington County Community Development instead, which also accepts applications only through its online permitting system. Confirm which side of the line your parcel is on before you apply.
Does Apple Valley get cold enough to stop stucco work?
Yes, more often than the climate zone suggests. Apple Valley is at 4,961 feet, roughly 2,000 feet above the St George valley floor, even though Utah's energy code puts all of Washington County in zone 3B. Cement stucco has to stay above freezing for the several days it takes to cure, not just on the day it is applied. At this elevation overnight lows drop below freezing well outside what most people think of as winter. Is Apple Valley in the same climate zone as St George?
On paper, yes. Table N1101.7 of the Utah Residential Code assigns climate zones by county, and all of Washington County is 3B, so Apple Valley and St George share the same code zone and therefore the same prescriptive energy requirements. In the field they behave differently, because Apple Valley sits at 4,961 feet. That is essentially the same elevation as Kanab, which is in zone 5B only because it happens to be in Kane County. The code zone tells you what to design to. It does not tell you when you can safely apply stucco.
