Springdale is the one town where the finish coat color is a code question before it is a taste question. Town Code section 10-17-4 sets a color palette based on the Munsell system, which sorts color by hue, chroma and value. The town accepts all forty Munsell hues but ties the allowed value range to the chroma: at low chroma you get a fairly wide range, and as saturation climbs the permitted values narrow sharply. Bright, saturated colors and very light colors are out. On top of that, any exterior change goes through Design and Development Review before a building permit issues. The physical conditions are separate and just as real. Lath, weeps and the drainage plane get detailed for monsoon volume. Cure is kept damp so 3B heat does not pull water out before the mix has set.

Will Springdale approve the stucco color I picked?

Only if it lands inside the town's palette. Springdale's color standards are in Town Code section 10-17-4 and are written in the Munsell system, which classifies color by hue, chroma and value. All forty Munsell hues are accepted, but the allowed value range tightens as chroma rises, so a low-chroma earth tone has room and a bright, saturated color does not. Very light colors are also excluded. The town publishes the palette and keeps a Munsell Book of Color at the town office, and staff will help you find an acceptable range before you commit.

Do I need design review before a stucco permit in Springdale?

Yes, if the work changes the exterior appearance. Springdale requires Design and Development Review for new construction and for reconstruction or remodeling that changes how a building looks from outside, and that review checks the project against the town's zoning, architectural standards and design guidelines. The building permit itself is a separate step reviewed by the Building Inspector, and depending on the project it can also go to the Fire Marshal, Engineer and Utilities Superintendent. Does Springdale's ground affect where stucco cracks?

It does. The Utah Geological Survey's Special Study 148 mapped geologic hazards along the State Route 9 corridor from La Verkin to Springdale and includes maps for collapsible soil, expansive soil and rock, gypsiferous soil and rock, and soil piping. Collapsible soil settles when it gets wet, expansive soil swells and shrinks with moisture. Either one moves a foundation differentially, and stucco is a rigid skin bonded to that structure. It cracks where the movement concentrates. Reading the site conditions before setting the joint layout is the difference between a controlled joint and a random crack.
